Compensation and Health Management of Pneumoconiosis


Abstract
The current practice of pneumoconiosis compensation under Industral Accident Compensation Insurance Act, Korea and relevant regulations was reviewed.
At present, the compensation is given only to the Stage I pneumoconiosis with or without pulmonary tuberculosis and the term "pneumoconiosis" is generally understood as designating mineral dust pneumoconiosis.
As the considerable amount of medical experience and data have accumulated since the introduction of pneumoconiosis compensation in 1965, the extension of the scope of compensation is proposed; namely, to include organic dust pneumoconiosis, all stages of pneumoconiosis, and certain complications other than pulmonary tuberculosis.
The occasion of lump sum compensation, nutrition allowances, and special hardship allowances or unemployability supplement in case of replacement or retirement should also be taken into consideration.
At the same time, sick leave benefit should be increased in propotion to the general increase of wage and the method of classification of parmanent disability should be studied.
For the protection of worders from pneumoconiosis, the mere existence of compessation law is not satisfactiory. The overall programme to include health management and other preventive aspects is also necessary.
